If you need a BIOS file legally, you typically must dump it from your own original arcade hardware. Many emulator communities encourage users to avoid downloading BIOS files from unofficial sources.

Capcom’s CPS1 (Capcom Play System 1) BIOS files are proprietary software required to run certain arcade games in emulators. Distributing or linking to these files without authorization violates copyright law, and doing so could also enable software piracy.
